شورای عالی حوزه در سال ۱۳۷۵ با پیشنهاد جامعه مدرسین حوزه علمیه قم که متشکل از شماری از روحانیون و مدرسان با نفوذ حوزه است و با حمایت آیت الله علی خامنه ای رهبر جمهوری اسلامی تشکیل شد.

تشکیل این شورا با هدف تحول و نوآوری در حوزه های علمیه به خصوص حوزه علمیه قم بود.

تشکیل شورای عالی حوزه پس از پیشنهاد جامعه مدرسین حوزه علمیه قم به تصویب آیت‌الله خامنه‌ای رهبر ایران رسید.

محمد یزدی، دبیر پیشین شورای عالی حوزه، به عنوان رئیس جامعه مدرسین حوزه علمیه قم حکم انتصاب اعضای جدید شورای عالی حوزه را صادر کرده است.

رضا استادی، مرتضی مقتدایی، هاشم حسینی بوشهری، احمد خاتمی، ابوالقاسم وافی، سیدمحمد غروی و علی نکونام گلپایگانی اعضای جدید این شورا هستند.

رسانه های ایران می گویند پیش از صدور حکم انتصاب، آیت الله خامنه ای حضور این افراد را در شورای عالی حوزه تایید کرده بود.

بر اساس گزارش ها دو نفر از شاگردان محمد تقی مصباح یزدی، از روحانیون رادیکال و پرنفوذ قم هم در شمار نامزدهای عضویت در شورای عالی بودند اما در رای گیری داخلی، موفق به کسب حد نصاب آرا لازم نشده اند.

شورای عالی حوزه علمیه، سیاستگذاری و برنامه ‌ریزی کلان و همچنین تنظیم امور معیشتی حوزه قم و سایر بخشهایی که از امکانات و خدمات حوزه علمیه قم استفاده می‌کنند را به عهده دارد.

آقای رجب در پنجم ماه مه (۱۶ اردیبهشت) در فرودگاه منامه و به هنگام بازگشت از بیروت، پایتخت لبنان دستگیر شد.

او متهم شده است که مردم را با استفاده از شبکه های اجتماعی به برگزاری راهپیمایی‌های غیرقانونی ترغیب کرده و همچنین با وارد کردن اتهاماتی به نیروهای امنیتی آنها را بی آبرو کرده است.

وکیل آقای رجب به خبرگزاری فرانسه گفته است که برای آزادی موکلش از او خواسته شده تا ۳۰۰ دینار بحرینی (۷۹۶ دلار) بپردازد.
